For cameo characters, you may have a goal/fear set, or you may only need a quirk or two. In Conard County, the character Maude runs a diner, and she’s known for her rudeness and being willing to serve what she wants sometimes, regardless of whether or what other characters order. She’s also famous for that food being delicious, regardless of whether the character wanted it. In Paradise Beach, the Mayor was known for his horrible taste in clothes, from an orange tie worn with a dark green suit, to stomping around in fuzzy, bobble-eye slippers. You don’t need an in-depth psychological dossier on cameo characters; they just need to “pop” in the scenes where they appear.
